Fall to winter. The "new clans" were destroyed remember? In the aftermath, Thunder clan and Shadow clan are now one, joint leadership between Wraith and Snowclaw-er...star (havent gotten used to it yet) of Stormclan (THUNDAH AND SHADOUGH)
and since then theres been 9 months of peace. Firestreak's waving his walking stick around going "JOO KILLED THE COOOOODE" because he cant find his asprin regiments. <.>
Actually, the code's been dead ever since the wolves attacked, so...ya...

When numbers allow. The clans were on the verge of extinction. When enough warriors are around, a new code will be established I guess. the 9 months of peace allowed for the clan to grow a bit though, so its a start
And, the wars with the new clans? Like I said. Stormclan's numbers would mean a random war with heavy losses would put them back to square one, life after the wolf attacks. Aside from that, why a war would break out is beyond me.

theres two leaders, two deputies and two medicene cats, so thats six right there
Snowy's kids (save Foggy the wtfamania cat) are now warriors, three more. Wraith's family, Shadelight and their... three to four kits(?)
and some of the original chars, like Darkspot.
So theres more than 15 I'd guess by now
