Thats just one example but the bottom line is that you have to factor in the speed of your opponent. Spectre is fast enough to counter or dodge the terminator's strikes. On the subject of the quote, it implies that Specter stood there going <.> while the terminator marched at him.
Be a bit more courteous about your enemies ability
One of the Longbows on surveillance duty notified the rest of the swarm about the impending invasion. The Tortoise watched the Vardian craft with minor annoyance. First the strange aliens which had helped during the attack had pounced on the planet like a hungry fox, threatening the drones with war if they interfered, now the TGDA were trying to capatalise off the Vong's defeat. (Inspection of data uncovered on Trandosha referred to the strange organic fleet they fought as 'Vong') Considering the TGDA were the original owners of the planet, the Tortoise thought it very uncourteous of them to have stood by idly as the drones liberated the planet and then still lay claim to it once the threat has been removed. Still, final judgement would have to be reserved until some sort of agreement be understood upon.
The Swarms non military personnel had arrived and were being put to work. Engineering teams were taking buildings down the surface to prepare them for installation (which could be completed in as soon as a month), transporters opened up and sat by idly as engineers designated for field repair ransacked them for spare parts. The repair job wasn't quite as elegant as that which most ships go through. Cruisers were scanned for destroyed components, damaged components were stripped off and stored, then replaced with new or at least functional ones. Armour was left as it was. The result was freakish ships with battered and blackened hulls yet with a shiney limb or two in perfect working order. In some parts it the result was much worse, with some ships being a cobbled mess of 1st and 2nd generation parts. Ark'aran had been asked for perfection, and he had delivered it, however he hadn't been asked to make refitting ships easy.
Some of the Jr-10's had more advanced sensors in their weapons than they did in their main sensor unit, resulting in some of the ship's delightedly testing their new systems with rather embarrassing results. lets just say that a first generation Jr-10's procedure for testing a proton rifle (A 2nd generation weapon) was... less than safe, for whoever happened to be serving as the dummy target in the exercise.
Unfortunatly, (or fortunately, from a health and safety perspective) the supply of 2nd generation parts was quickly depleted, leaving the fleet's offensive power slightly lower than before. The best part of the system however, hinged on the Jr-10's use of shields over hull strength. It took alot of effort and time to replace damaged armour, it took much less to replace a damaged nano shield emitter or to refuel an empty generator.
Meanwhile, deep within the ClógMór, the scavenged vessels were led into seperate massive compartments, almost like jail cells for ships. The craft being towed along through a huge twisting tunnel and dropped into the cells. Each cell was designed as a comprehensive environment, capable of simulating conditions as well as surviving an accident, for incident, if a bomb or core exploded within them. For now, the ships were kept in isolation, but soon the testing would begin...
