There are mutants...but most mutants are hopelessly insane. They become mutants from continually drinking from "strange pools" on Sorna, which are essentially chemical waste left behind by the humans. You can have your spino look different from a JP spino. There are loads of different variations, just as long as it looks like a spino and isn't just a ploy to make a ridiculously huge spino, you're fine.

And yes, there are still mutant raptors.
